Improving the Immigration Control System for Foreigners

※ Articles 197 and 198 of the Special Act on the Establishment of Jeju Special Self-governing Province and the Development of Free International City

· Expansion of entry without visa into the country
  • Permission for all the 180 countries worldwide except 11 countries mentioned below to enter the country for the purpose of sightseeing or transit (maximum 30 days)
  • 11 Prohibited Countries: Iran, Iraq, Sudan, Syria, Ghana, Nigeria, Macedonia, Afghanistan, Palestine, Kosovo, Cuba
  • For the 11 countries where transit without visa is not permitted, entry without permitted visa will be allowed gradually
· Allow long-term visa for foreign experts
  • Extension of the maximum period of stay for experts in Jeju Free International City development to 5 years (renewable)
  • Professional Personnel: Those who have expertise in foreign language education, information and communications, biotechnology, tourism/hospitality, foreign-invested companies, international finance, etc., who are employed by businesses located in Jeju Special Self-governing Province and who are recommended by the Governor of Jeju Special Self-Governing Province.

Creating a Medical Environment in Jeju Special Self-Governing Province for Internationalization

※ Articles 307, 308 and 310 of the Special Act on the Establishment of Jeju Special Self-governing Province and the Development of Free International City

· Expanding the scope of establishing excellent medical institutions such as foreign countries (Article 192)
  • Establishing of foreign-invested medical corporations: Opening a medical institution
·Establishing a pharmacy exclusively for foreigners (Article 193)
  • License holders such as foreign physicians, dentists, pharmacists, etc.: Can run medical institutions established by foreigners and pharmacies for foreigners

Strengthening Support for Foreign-Invested Companies

· Establishing a special housing system for foreigners who are not home-owners (special provision exceeding 10/100 can be provided with authorization of the provincial governor)
  • Special supply within 10/100 of private housing construction volume
· Exemptions for obligatory employment of the elderly and persons of merits for foreign beneficiary companies
· Providing employment subsidies for employment of persons of merit and the elderly (within the budget as stipulated by bylaws)

Duty-Free Shop Benefits for Koreans

· Subjects for tax exemption
  • Items purchased by tourists in Jeju Special Self-Governing Province from designated duty-free shops and exported to areas other than Jeju Special Self-Governing Province
  • Number of purchases and spending limit: 6 times per year per person, within $600 per time.
· Tax-exempt taxes
  • Foreign goods: individual consumption tax, value-added tax, liquor tax, tariff, tobacco excise tax
  • When domestic goods are directly exported to designated duty-free shops: value-added tax, individual consumption tax, liquor tax, tobacco excise tax

Relaxation of Recreational Pension Business Implementation Criteria

  • Recreational pension business registration criteria: It should conform to facilities standards established by provincial ordinances with fewer than 10 rooms and three floors or fewer
  • Recreational pension facility sale/ member recruitment possible

Supporting Implementation of Local Culture Promotion Project

  • Subsidizing expenses necessary for development of local cultural tourism district
  • Infrastructure installation support for local culture tourism district development: road, water facility, sewage facility, communication, energy supply facility, etc.

Efficient Supply of Land for Development of Land Banking System

※ Article 152 of the Special Act on the Establishment of Jeju Special Self-governing Province and the Development of Free International City

· Attracting actual investment with stable land prices and efficient supply of land for development
  • Projects targeted for supplying land banking: Tourist attraction and tourism complex, amusement area, local culture tourism district, video industry promotion district, Jeju Science Park, investment promotion district, special development business, Jeju Free International City development center project, establishment and operation of land special accounts to promote smooth promotion of public works by early securing of public places such as businesses deemed necessary

Agenda for Licensing and Enforcing Various Laws at the time of Development Project Implementation

※ Article 148 of the Special Act on the Establishment of Jeju Special Self-governing Province and the Development of Free International City

  • If a person who intends to conduct a development project obtains approval or authorization of the development project under Article 147, he/she shall be deemed to have been granted permission, authorization, designation, approval, consultation, notification, etc. under the relevant laws such as the Grassland Act and the Mountainous District Management Act.

· Amount Standards
  • US $500,000 or more than KRW 500 million, more than KRW 500 million per person if jointly owned by two people or more
· Permanent Residence Issuance
  • Lawful Residence (F-2) qualification will be issued to a foreigner who has invested more than the above amount or more than the amount standard, and Permanent Residence (F-5) shall be granted after 5 years of residence.
